- Secured State funding to support establishing a mental health crisis center in St. Mary’s County, serving all of Southern Maryland
- Sponsored successful legislation to strengthen Maryland’s laws on sex offenders
- Led effort to strengthen penalties for drunk and impaired drivers on the road and on the waterways in Maryland
- Sponsored and supported numerous bills to increase incentives for Maryland first responders
- Passed bills to ensure small businesses have access to financial assistance and are paid promptly for their work on State projects
- Created the legislative initiative to establish the Environment and Natural Resources Division of the Attorney General’s office
- Protected landowners who allow people to utilize their land for recreational purposes from liability
- Assisted the Amish Community as a liaison relating to State and Federal policy concerns to ensure they have equitable access to services
- Worked to provide record funding for wildlife, conservation, and outdoor recreational activities in Maryland
- Partnered with colleagues and advocates to enact critical legislation to ban the sale of parts and products from 15 imperiled species (including elephants, rhinos, giraffes, and sea turtles)
- Introduced a joint resolution to prohibit large foreign vessels from overharvesting the bait fish vital to the Chesapeake Bay’s fish population

- Worked in conjunction with the National Association of Conservation Law Enforcement Chiefs (NACLEC) Academy and the U.S. Fish & Wildlife Office of Law Enforcement
- Instructed conservation officers from North America and various African and Asian countries to build capacity and collaborate with other leaders from different continents
- Encouraged like-minded conservation officers from different states and countries to work together for the common purpose to combat illegal wildlife trafficking globally
- Increased training efforts to build capacity, gain shared understanding, strengthen individual and international relationships, and cultivate adaptive leadership skills
Maryland Wildlife Crime Stoppers, Inc. | September 2017-Present
President
- Co-Founder of 501(c)(3) organization formed with the assistance of the Maryland Natural Resources Police to increase public participation in wildlife crimes
- Raised money through donations to cultivate confidential informants on conservation crimes throughout the State of Maryland
Maryland Natural Resources Police (MNRP) | February 1987 - February 2017
- Supervised and coordinated covert law enforcement activities for large scale conservation, drug, and federal operations with allied agencies and task forces
- Focused undercover operations with emphasis on commercialization of natural resources and violations involving endangered and threatened and potentially threatened species
- Primary contact and liaison for the MNRP with Federal partners to include Department of Interior, U.S. Fish & Wildlife Service, Dept. of Commerce, NOAA,U.S. Attorney’s Office & Department of Justice Environmental and Natural Resource Division
- Served as the critical link between Office of the Secretary, Office of the Attorney General,
- MNRP, Fisheries, Wildlife, and Information Technology; instrumental in Maryland’s adoption and partnership in the Interstate Wildlife Violator Compact
- Monitored trends in illegal activity in other areas of the United States and determined if these activities were occurring in Maryland
- Maintained intelligence files, assigned control numbers for confidential informants, oversaw COU equipment and evidence storage facility
- Provided informational recommendations to the Superintendent and Administration as a result of covert cases for to update and review existing policies, laws and procedures
- Made various legislative recommendations and provided testimony relating to; agency administrative issues, policy, planning, agency coordination, and communication efforts
